When many people mention beryllium ore, their first thought is often a specialty metal raw material. However, what quality control personnel really need to focus on is the certification standards during the import process. The new certification regulations for beryllium ore imports, scheduled to take effect in 2026, will have an impact on domestic users that goes far beyond simply “replacing a certificate.” They are directly related to the access cost and inspection cycle of each batch of ore, and even to supply chain stability.
At present, domestic beryllium ore imports mainly refer to Beryllium Concentrate (YS/T 254-2017) and relevant radioactive limit standards. The key change in 2026 is that: the testing methods for radioactive substance limits and associated harmful elements, such as fluorine and chlorine, will be upgraded from “recommended standards” to “mandatory certification.” This means that, after 2026, batches from certain suppliers that previously managed to pass with ambiguous third-party inspection reports will have to undergo type testing at laboratories designated by customs and be accompanied by certification documents that comply with the new national standards.
For quality control personnel, the most easily overlooked issue with the greatest practical impact is the “change in testing methods.” In the past, some companies used chemical titration to test fluorine, while the new regulations require the uniform use of ion chromatography or the electrode method. Different methods may produce a difference of ±0.05% in the threshold determination results. This figure may seem insignificant, but during import customs declaration, it can make the difference between “qualified” and “returned.”
Safety management personnel should be particularly alert to the risk of supply interruptions caused by the “extended certification cycle.” In the past, some companies were able to reduce the time from shipment from overseas mines to customs clearance in China to 40 days. The new regulations require each batch to provide a certificate of origin, a radioactive inspection report, and a full elemental analysis report, while the issuing institution must possess CNAS or CMA accreditation. At present, no more than 5 laboratories in China are qualified to conduct comprehensive testing of beryllium ore. When scheduling is saturated, the inspection cycle for a batch may extend from 7 days to 21 days.
More importantly, inspection reports issued by overseas suppliers are no longer directly recognized at many ports. The domestic consignee needs to apply for “recognition certification” in advance or submit new samples for testing. This means that if a company fails to adjust the “certificate delivery terms” and “payment milestones” in its procurement contracts in advance, the goods may arrive at the port but be held there because the certificates do not comply with the requirements. Port storage charges are calculated on a daily basis, and the cost for one metric ton of beryllium ore is approximately USD 2–3 per day.
First, verify the “certification capabilities” of existing suppliers. Not all overseas mines can provide inspection reports that comply with the new national standards. It is recommended to prioritize suppliers that have passed ISO 17025 system accreditation, or at least require them to complete a pre-inspection before the fourth quarter of 2025.
Second, review and reorganize internal standard operating procedures. For example, in the past, the content of the main elements could be tested directly after samples were received. Now, radioactive screening must be performed first. This change in sequence will directly affect laboratory workflow efficiency, and personnel training also needs to be arranged in advance.
Third, pay attention to the “exemption provisions.” The new regulations do not apply uniformly to all beryllium ore products. Tailings or low-grade ore with a beryllium content below 0.5% may be eligible for a “simplified declaration” process at certain ports. However, one detail should be noted: simplified declaration does not mean exemption from inspection; radioactive testing remains mandatory. If a company has been purchasing low-grade raw materials over the long term, it needs to confirm the scope of the exemption with the local customs authorities in advance to avoid customs clearance obstacles caused by information asymmetry.
From a practical business perspective, the impact of the new regulations in 2026 does not lie in the fact that “the standards have become stricter,” but rather that “the compliance path has become narrower.” In the past, certain gray areas could be handled through experience-based judgment or relationship-based coordination. Now, they are covered by clearly defined certification standards. For quality control and safety management personnel, this is actually beneficial—as there are clear criteria for determination, internal communication and supplier negotiations can be conducted with greater confidence.
However, one point should be kept in mind: after the new regulations are implemented, compliance costs will most likely be passed on to downstream parties in the form of “inspection fees, certification fees, and logistics delays.” When preparing the 2026 procurement budget, companies are advised to reserve an additional 8%–12% in costs specifically to address adjustments to the certification process. This is not pessimism, but the most practical assessment of supply chain resilience.
