Import Standards and Domestic Certifications: Key Compliance Considerations for Pea Traders

For decision-makers at companies engaged in pea imports, the core concern is often not whether peas can be imported, but rather what standards are required for smooth customs clearance and lawful sale in the domestic market. Many companies possess overseas inspection reports but are still held up by domestic customs or market supervision authorities. The root cause is a mismatch in their understanding of import standards and domestic certification requirements.

Pea imports involve two levels of assessment: first, the exporting country must meet China's customs access and quarantine requirements; second, the product itself must pass domestic food safety standards review. Understanding the differences between these two systems is the first step in mitigating trade risks.



Customs Access and Quarantine: The First Threshold

At present, China implements a quarantine access system for imported peas. This means that peas from not all origins can enter the Chinese market directly. The General Administration of Customs of China dynamically adjusts the access list based on factors such as plant diseases and pests in exporting countries and their regulatory systems. Before signing a procurement contract, company decision-makers must first consult the List of Agricultural Products Approved for Import issued by the General Administration of Customs of China to confirm whether peas from the relevant country or region are included.

In addition to country-specific access requirements, each shipment must comply with the Law of the People's Republic of China on the Entry and Exit Animal and Plant Quarantine. Specifically, peas must not carry live insects, soil, weed seeds, or other prohibited articles entering the country, and must be accompanied by an official phytosanitary certificate issued by the exporting country. In practice, common reasons for customs rejection include non-compliant certificate formats, incomplete information, or contamination by quarantine pests during transportation. Taking Canadian peas as an example, although their import volume is relatively large, inspections for weevils are particularly strict during the quarantine process. Once detected, even in extremely low quantities, the shipment may face return or destruction.



Domestic Food Safety Standards: The Critical Requirements Determining Whether Products Can Be Sold

Customs clearance is only the first step. Once peas enter the domestic market, they must comply with the National Food Safety Standard—Cereals (GB 2715-2016), as well as the applicable limits for contaminants (GB 2762), mycotoxins (GB 2761), and pesticide residues (GB 2763). These standards specify clear limits for the sensory characteristics, moisture, impurities, heavy metal content, such as lead, cadmium, and mercury, and indicators such as aflatoxin B1 in peas.

One easily overlooked detail is that the applicable standards may differ depending on whether imported peas are used as feed ingredients or food ingredients. If an importer declares the peas for food use, the inspection standards must fully correspond to food-grade requirements. In particular, pesticide residue testing must cover all relevant varieties listed in domestic regulations. If the peas are declared for feed use, they must comply with the Feed Hygiene Standard (GB 13078), with a focus on total mold count, Salmonella, and heavy metal indicators. Company decision-makers must specify the applicable standards in the contract according to the actual intended use. Otherwise, if the inspection results after arrival do not match the declared use, they may face rectification or downgrading risks.



Common Misconceptions and Practical Recommendations

A common misconception is that overseas organic certification or non-GMO certification is automatically recognized domestically. In fact, overseas organic certification cannot be used directly in China; it must undergo an equivalence assessment under China Organic Product Certification (GB/T 19630) or be subject to recertification. Likewise, documentation supporting a non-GMO declaration must be issued by a domestic accredited testing institution or officially confirmed.

Another risk concerns moisture and impurities. Domestic standards generally require pea moisture to be controlled below 14%, while in some producing regions, such as Russia and Ukraine, moisture can easily exceed the limit if rainfall occurs during the harvest season. If importers focus only on price and overlook moisture provisions when purchasing, a determination of nonconformity after arrival may result in storage, drying, and even renegotiation costs that completely erode the profit.

Therefore, companies are advised to directly cite the applicable domestic food safety standard numbers as the acceptance basis when signing contracts, and to require suppliers to provide third-party inspection reports before shipment. The original certificates of origin, phytosanitary certificates, and health certificates should also be properly retained for customs inspection or subsequent market supervision sampling inspections.

For greater clarity, the following compares the differences in key indicators between peas intended for food use and peas intended for feed use. However, these differences are not fixed, and specific determinations must also be made based on the product batch and inspection report.
